Recommendations for using seismic C1 and seismic C2 categories for anchor design in New Zealand

So, in Far North, can C1 seismic performance category be used or do you suggest that for all placed in NZ it is better to use C2 seismic performance category?

EOTA TR 045 indicates C2 seismic category for all structural applications (i.e. safety critical applications; the failure of which may result in the failure of the structure or part of the structure) in every case where PGA > 0.05g. In case of non-structural applications (i.e. not safety relevant applications; the failure of which results in medium consequence for loss of human life and considerable economic, social or environmental consequences, but does not result in the failure of the structure or part of the structure; examples: façade element, piping etc.) the C1 seismic category is acceptable in buildings of II or III Importance Class for PGA = 0.05g to 0.1g.
